I know they don't need "moist" heat, but in looking at the heating pads, it's not a difference in the heat it seems, just the packaging itself. The "moist" heating pads tend to be made out of waterproof material, where the "dry" heating pads are made of more porous material- at least it seems to me. This is why I wanted to ask someone who has purchased human heating pads for their hedgies to see if they knew.
